Foreign card declined in Korea? What to do before you pay twice

Stop retrying the same card repeatedly. Ask the staff whether the terminal accepts foreign cards, try one other method if available, and check your banking app before paying again: an approval may show as pending even if the shop says it failed. Contact your card issuer to ask why it was declined or whether a charge is pending. Refunds cannot be promised; the issuer and merchant decide.

Before you choose

  1. Pause after a decline. Ask “해외 카드 되나요?” (haeoe kadeu doenayo, “do you accept foreign cards?”). Some terminals or small shops may not accept your card type; a different terminal or another card may work.
  2. Before the second attempt, open your bank app or SMS. A declined payment can still leave a temporary pending authorisation, and a charge that eventually posts is “settled”. Pending and settled amounts differ, and rules vary by issuer, so check the status rather than assuming.
  3. If the terminal asks whether to pay in your home currency or Korean won, Visa notes that home-currency conversion usually includes a markup and suggests declining it to pay in local currency. If the option is offered, say “원화로 결제해 주세요” (wonhwaro gyeoljehae juseyo, “please charge in won”). If you chose won but were billed in another currency, contact your bank.
  4. Ask the cashier to show the result and give a slip: “결제 내역 확인해 주세요” (gyeolje naeyeok hwaginhae juseyo, “please check the payment record”) and “승인 취소 영수증 주세요” (seungin chwiso yeongsujeung juseyo, “please give a cancellation receipt”) if they cancel a duplicate. Photograph the slip and keep it.
  5. Call the issuer using the number on your card or in its app, and tell them the merchant, date and amount. Ask whether it was declined, is pending or was charged twice, and what dispute process applies. Do not share your PIN or full card number on public posts or chat.
