No Korean number? No ARC? No Korean card?
Korea blocks sign-ups in three places: no Korean number, no ARC, no Korean card. Here are the normal ways around each one. Every card shows its source and the day we checked it.
Only official, legal routes. Nothing here bypasses identity verification.
I don’t have a Korean number
Korea checks phones twice. First an SMS code — a tourist SIM can pass. Then 본인인증 (real-name phone ID) — tourists cannot pass. The routes below need neither.
Works now
- Maps: KakaoMap and Naver Map work without login
- Food delivery: Baemin guest order with a foreign card
- Coupang Eats on iPhone — Android rejects foreign cards
- Taxis: Uber and k.ride accept foreign cards
- Concert and sports tickets on the global sites
- Interpreter on the phone: 1330, 24/7
Still blocked
- PASS and other apps that need 본인인증 (real-name phone ID): banking, Korean ticket sites, government services
- Any app that texts an SMS code to a Korean number
- A data-only eSIM cannot receive SMS at all
- Kakao T can fail at the payment step with a foreign card
Workarounds
Order Baemin as a guest
Baemin has allowed guest orders with a foreign card since May 2024 and added English, Chinese and Japanese screens in February 2026. No account, no Korean number.

Uber accepts international cards as-is. k.ride is Kakao Mobility’s app for visitors, also with foreign cards. If Kakao T’s payment step fails, switch to one of these.

I don’t have an ARC yet
For stays over 90 days you register for an ARC. It unlocks most locked apps — and three traps catch people on the way.
Works now
- PASS with your ARC number unlocks banking, ticketing and government apps
- KakaoBank and Toss opened limited access for ARC holders
- Several banks now accept the mobile ARC on your phone
- Keep your name spelled identically in carrier, ARC and bank records
Still blocked
- No ARC: 본인인증 apps stay locked (banking, domestic ticketing, government)
- A passport-registered SIM cannot become an ARC-registered SIM
- Name mismatches (hyphens, long names) break verification even with an ARC
Workarounds
After your ARC: register PASS as a foreigner
Choose 외국인 in the PASS app, then enter your ARC number and date of birth. The app is Korean-only — translate it from another device.

Carriers cannot convert it to your ARC. Buy a new SIM registered with your ARC number — budget ₩10,000–30,000.

Hana EZ is widely rated the friendliest banking app for foreigners. KakaoBank and Toss opened limited ARC access. Ask at the counter for internet banking and a global-use debit card.

I don’t have a Korean card
In stores, foreign cards mostly work. Online and in apps is where they get declined. Here is what works today.
Works now
- Contactless foreign cards: most stores, taxis and kiosks
- WOWPASS and NAMANE double as transit cards
- GoHanpass: passport sign-up with KTX, bus and taxi booking
- PAYCO (email + PayPal) covers some Korean-only sites
- Transit cards top up with cash at convenience stores
Still blocked
- Korean-only online checkout: 본인인증 or a domestic card required
- Korail’s own channels have suspended foreign cards at times
- Some kiosks and booking apps accept Korean cards only
Workarounds
WOWPASS, NAMANE, GoHanpass
WOWPASS exchanges cash at airport kiosks and works as a transit card. NAMANE tops up in-app with a foreign card. GoHanpass signs up with a passport and bundles payments with KTX, bus and taxi booking.

Korail’s global site sells tickets in English, but foreign-card payments there have been suspended at times since August 2026. Trip.com and Klook accept foreign cards and email a QR ticket for a small fee — no Korean phone needed.
